A fast, non-cryptographic 64-bit hash of a string (two 32-bit
multiply-xorshift lanes), about 5 times faster than SHA-1 in JavaScript.
NOTE: only use this for comparisons within the app, such as cache keys or
change detection: don't store or send these hashes, and don't rely on
collisions being hard to produce on purpose.
