Function V1_createAccessorFromPackageableElementWithNonFunctionSources

Creates an appropriate Accessor from a packageable element.

For IngestDefinition: requires datasetName to identify the dataset. For Database: schemaName and tableName identify the table, which is looked up only in that schema. With only tableName, the first table of that name in any schema is used; with neither, the first table.
